Background of the Study
Financial constraints are a major barrier affecting the availability and quality of special education services. In Yola North LGA, Adamawa State, limited financial resources among families and within school systems impede the provision of essential support for students with special needs (Bello, 2023). Economic challenges manifest in various forms—from inadequate funding for specialized equipment and teacher training to the high cost of individualized educational programs. Recent studies emphasize that financial limitations not only reduce the quantity of services available but also affect their quality, thereby compromising the academic and social development of special needs students (Chinedu, 2024). In Yola North, disparities in income distribution exacerbate these issues, leaving many children from low-income families without access to appropriate educational support. The current research seeks to explore how financial constraints limit service access and what strategies might be effective in mitigating these challenges. The discussion incorporates evidence from international models of subsidized special education and contextualizes them within the local economic environment. Moreover, the study examines the role of government policies, donor agencies, and community initiatives in addressing financial barriers. It also considers how financial constraints influence the overall infrastructure of special education programs, from classroom resources to professional development opportunities for educators. By critically analyzing both quantitative data and qualitative accounts from affected families and educators, the research aims to offer a comprehensive overview of the economic obstacles to special education access in Yola North (Ibrahim, 2025). This investigation is designed to contribute to the development of more sustainable funding models that can help bridge the gap between financial limitations and educational equity.

Statement of the Problem
In Yola North LGA, financial constraints significantly limit access to quality special education services. Many schools struggle with insufficient budgets, which affects the procurement of necessary teaching aids and the recruitment of specialized staff. Consequently, students with special needs are often deprived of the individualized attention and resources crucial for their academic and social development. Parents and guardians, particularly those from economically disadvantaged backgrounds, face difficulties in affording private support services, further deepening the equity gap. Additionally, inconsistent funding from governmental bodies and donor agencies leads to sporadic implementation of special education programs. The financial shortfall not only hampers immediate service delivery but also undermines long-term educational planning and infrastructure development. The lack of sustained investment in special education perpetuates a cycle of underachievement among affected students, limiting their future opportunities. This study aims to investigate the extent and impact of these financial constraints, examine the structural and policy-related causes behind funding inadequacies, and explore potential interventions that could improve service delivery in Yola North (Adebayo, 2024).

This study is limited to investigating financial constraints impacting special education services in Yola North LGA, Adamawa State, and does not include other regions or sectors.
